CONTRACT-- AEG-DCIS-AEG
DC Information
Systems, Inc. and AEG, Inc. joined forces in September of
2003 and formed DCIS-AEG, LLC, to meet the needs of a widening
government client. From this mentor protégé
relationship, AEG-DCIS, LLC has been awarded the 8(a) STARS
Government Wide Acquisition Contract. STARS, which stands
for Streamlined Technology Acquisition Resources for Services
is a small business set-aside contract for technology solutions.
This new contract vehicle is the replacement contract for
the 8(a) FAST small business contract, which expired October
31, 2004.
The AEG-DCIS,

DCIS-AEG
is graduated 8(a) company from the SBA. DCIS-AEG also qualifies
for the Small Disadvantaged Business Certification Program.
While the 8(a) Program offers a broad scope of assistance
to socially and economically disadvantaged firms, SDB certification
strictly pertains to benefits in Federal procurement. Companies
which are 8(a) firms automatically qualify for SDB certification.
Benefits of the Program
Participants can receive sole-source contracts, up to a
ceiling of $3 million for goods and services and $5 million
for manufacturing. While SBA helps 8(a) firms build their
competitive and institutional know-how, the agency also
encourages them to participate in competitive acquisitions.
- Federal
acquisition policies encourage Federal agencies to award
a certain percentage of their contracts to SDBs. To speed
up the award process, the SBA has signed Memorandums of
Understanding (MOUs) with 25 Federal agencies allowing them
to contract directly with certified 8(a) firms.
- Recent
changes permit 8(a) firms to form joint ventures and teams
to bid on contracts. This enhances the ability of 8(a) firms
to perform larger prime contracts and overcome the effects
of contract bundling, the combining of two or more contracts
together into one large contract.

is a Historically Underutilized Business Zone (HUBZone) certified
company providing IT services and products. The HUBZone program
provides federal contracting advantages to companies within
HUB areas. The purpose of the HUBZone program is to increase
employment opportunities, investment, and economic development
in HUB areas by providing federal contracting assistance for
qualified small businesses. The company's main business activities
must be located in a HUB zone and at least 35 percent of its
employees must live in a HUB zone.
