Under the leadership of Wayne Carter (founder), DCIS has become "one of the fastest growing government contractors to provide information technology to the federal government," according to Government Computer News. By using innovative marketing strategies and providing our clients with the best technological solutions, DCIS revenues grew from sales of $160,000 per year and exceeded $30 million in the first ten years of existence.

Mr. Carter was an active spokesperson for the US Small Business Committee 8(a) Program. He has also continued to advise other small businesses in the community and been credited with spearheading the business community to implement important legislative concerns that would affect small businesses. Mr. Carter was nominated by the late Ronald H. Brown, Secretary of Commerce, to serve on the Information Systems Technical Advisory Committee (ISTAC). This distinguished committee oversees all technological import and export activities for the United States Government.

Prior to the founding of DCIS, Mr. Carter served as a Marketing Representative with the IBM Corporation. He has been nominated as one of the "Outstanding Young Men of America," and "Who's Who in Business Leaders". He is an active member with the American Electronics Association, the National Contract Management Association, the National Coalition of Minority Businesses, and the Government Information Technology Executive Council.

A native of Washington, DC, Mr. Carter attended the Archdioceses Catholic Schools of Washington. He attended Virginia State University and the University of the District of Columbia where he received a Bachelor of Science in Computer Information Science. Mr. Carter is also a recent graduate of the Advance Executive Training Program from the Amos Tuck School of Dartmouth College and the Kellogg Graduate School of Management at Northwestern University.

Mr. Carter is the proud father of two children, Miles and Brooke.

Demet Anagnostiadis is responsible for all financial and accounting matters including budgetary planning, cash management, contract review, and banking relations. He holds a Bachelor of Arts degree in Economics from the University of Maryland Baltimore County and a Doctor of Jurisprudence from the University of Baltimore. Mr. Anagnostiadis also has advanced training and received Certificates in finance and managerial economics. He brings extensive experience in the financial and legal aspects of business management.

Prior to concentrating his efforts in business management and the private sector, Mr. Anagnostiadis developed his own legal practice, with a primary focus on contract negotiations and drafting, corporate transactions, estate planning, real estate transactions, and sports and entertainment management. Having helped hundreds of businesses through various stages of development, Demet is now concentrating his knowledge and resources to assist DC Information Systems, Inc. in its quest for success.
